Brooke — a World Cup finalist in 1995 — believes Southern Hemisphere rivals South Africa, Australia and New Zealand are favourites for 2011.
Johnno, who captained England to victory in 2003, is now Test boss.
But former No 8 Brooke said: “I’m not being arrogant but the Southern Hemisphere will always dominate.
“England with Johnson as captain were fantastic in 2003, but it won’t be a northern hemisphere side that wins the Rugby World Cup in 2011.
“Clive Woodward performed a masterstroke in 2003 but his squad was superior to the current one.
“Now England don’t have Martin Johnson on the field to sort out the lineout, or Lawrence Dallaglio to sort out the back of the scrum.
“Johnson’s best bet is to implement a youth structure.
“Chuck these guys in at the deep end and let them play — sink or swim.”
